sentence of your despatch, but so far I have had no reply
from the Foreign Office to my despatch No. 399 of the 27th
of November, nor have they communicated to me copy of
their letter to the Colonial Office of the 25th January
which formed the enclosure in your Confidential Despatch
of the 26th May. I think the delay is probably due to
the fact that the India Office is also being consulted,
but I propose to send copies of the despatch under reply
and of Your Excellency's earlier despatch of the 26th of
May together with copies of my despatch to you of the 11th
May and of this despatch to the Foreign Office with a view
to eliciting instructions which will enable me to direct
His Majesty's Consular Officers at Treaty Ports in China
to put a stop to the practice of registrating Hongkong-
born Chinese in their Consulates on the faith of mere
birth-certificates.
